Period of Plebiscite. – The plebiscite herein mentioned shall be conducted not earlier than ninety (90) days nor later than one hundred fifty (150) days after the effectivity of this Organic Law. For this purpose, the Commission on Elections shall undertake the necessary steps to enable the holding of plebiscite within the period.
